1. This Week In Northern California KQED-TV CH 9 (PBS) San Francisco DMA: 6 04/29/2005 08:30 PM - 09:00 PM [CC] 00:28:14 Hes no friends of the cta, of the teachers union. The California school boards association likes him a little bit more. I almost wonder if this choice wasnt a little bit calculated to maybe put a little bit of a wedge between the California school boards association and the teachers association, which right now, theyre very close and very friendly paying for these commercials that are appearing on TV right now. The education coalition has become very strong and very unified right now. You know, while there may be labor disputes at the local level, at a state level theres one voice coming out for education and its very loud and its very focused and its very anti-schwarzenegger right now. So any way to put a little divide in that I wonder. But he is a San Diego guy. Belva: and, for the record, his name is allen burrson. For the record. Remember that name. But he is a southern California guy, which, again, doesnt make friends with northern California. Belva: did you say he was a former prosecutor, too, I believe? An attorney, yes. Belva: attorney. He was not friend loo with the cta down in San Diego with the union down there. One wonders if arnolds numbers would have fallen this much if he had given the schools the prop. 98 Money they were entitled. It seems to have caused him no end of headache. The only problem is, you give the money there--

Mornings On Two [CC] 00:23:05 Shes an incredible, you know, saleswoman for her husbands idea, but also able to connect with people on just an incredible level. She really is an asset to the president in so many ways. But this is a case where she delivered the message about education, you know, very sweet way, had a very palatable way to the teachers, and they loved her. I see commercials on TV saying governor schwarzenegger has taken $2 billion away from education. Then I see other commercials that say, no, hes giveren more to education and-- and this is the crux of the whole argument, schwarzenegger administration says, look, you know, were giving the teachers an education, what they want. We couldnt give them everything that prop 98 demands. But under the California circumstances, the financial circumstances, we gave them everything we could. Are they getting less or more than last year? Are theyre getting not what they were promised, but theyre getting more. Okay. All right. I dont know if Im if Im any more unconfused-- okay. 1 After 8:00. Lets go back to the desk.

Let me tell you, phil, yesterday on the capitol grounds were about 5,000 pta, parents and teachers together. And let me tell you, they look like real voters. That is not a good sign. Reporter: this Oakland 4th grader his school needs money to keep music, art, and physical education. I listen to music all of the time. I love making art, but I hate that they can just take all of this stuff away. Governor schwarzenegger is proposing an increase in education of nearly $3 billion. Reporter: deputy state finance director H.D. Palmer says the governors plan will cover inflation and growing students numbers. He adds schools will eventually get $2 billion borrowed from prop 98 education funding last year. That obligation plus the obligation in prior years when the proposition 98 was suspended or funded under its original formulas would be paid back over a 15-year period. That is not good enough.
